    Return current system time formatted according to the integer value  of
    fmt.

    1 - hh:mm:ss 0 <= hh <= 24
    2 - hh:mm 0 <= hh <= 24
    3 - hh:mm:ss am/pm
    4 - hh:mm am/pm

    A  value  greater  than  4,  gives  a  run-time  error  and QTAwk halts
    execution.
